Service definition

  1. <strong>Early Intervention Services:</strong> Supportive educational, therapeutic, and rehabilitation services for children from birth up to 6 years of age with disabilities, developmental delays, or at risk of disability. (Economic Activity: Early educational and rehabilitation services)
  2. <strong>Integrated Service:</strong> Educational and therapeutic services for persons with disabilities following a school-like system for ages 4 to 18 years. (Economic Activity: Special education services)
  3. <strong>Vocational Rehabilitation Service:</strong> Specialized services in training, rehabilitation, employment, and follow-up for ages 16 to 35 years. (Economic Activity: Vocational rehabilitation services)
  4. <strong>Life Skills Service:</strong> Training in specific skills suitable to the type and degree of disability, provided to persons with disabilities over 18 years of age. (Economic Activity: Daily life skills services for People of Determination)
  5. <strong>Individual Therapeutic Rehabilitation Sessions:</strong> Services provided as individual therapy sessions, including speech-language therapy, occupational therapy, special education, behavior modification programs, psychological assessment, and family counseling.   6. <strong>Educational and Psychological Assessment Service:</strong> A set of procedures and tests to evaluate cognitive and intellectual abilities to determine the appropriate educational needs. (Economic Activity: Therapeutic service centers and psychological assessment)

Terms and conditions

  1. If the license applicant is an individual, they must be a UAE national. The applicant may also be a legal entity if it takes one of the company forms stipulated in Federal Law No. (2) of 2015 on Commercial Companies and its amendments.
  2. The license applicant must hold a university degree accredited by a recognized university in the UAE.
  3. The license applicant must be at least twenty-five (25) years old and fully legally competent.
  4. The license applicant must not have been previously convicted of a felony or a dishonesty-related misdemeanor, even if their rights of rehabilitation have been restored.
  5. The license applicant must not have had a previous license revoked for violating any of the conditions and regulations stipulated in Cabinet Resolution No. (54) of 2020, unless at least three (3) years have passed since the revocation.
  6. Commitment not to add any other economic activities of any kind beyond the approved economic activities for Non-Governmental Institutions for the Rehabilitation of People of Determination.
  7. Provide an independent and suitable premises for the institution that meets all technical, engineering, health, and environmental requirements approved by the relevant authorities.
  8. Obtain all official approvals necessary for licensing from the competent authorities.

Required documents

  1. <strong>For Individuals:</strong> Emirati ID, Copy of academic qualifications, Criminal record certificate, Passport, Personal photo.
  2. <strong>For Companies:</strong> Copy of the commercial license issued by the competent authorities in the UAE (including Articles of Association specifying educational/training objectives), Valid residency permits for company owners, Accredited academic qualification of one of the partners.
  3. Fill out the building inspection form.
  4. Copy of the land map ("sketch plan of the institution's location").
  5. Makani number / site coordinates (if available).
  6. Copy of the building plan showing dimensions and measurements of rooms, halls, corridors, and sanitary facilities.
  7. Information of the center director, academic qualifications, and copies of experience certificates.
  8. Copy of the property deed (if owned by the applicant) or a copy of the lease contract.
  9. Copy of the Department of Economic Development license.
  10. Copy of the Civil Defense license.
  11. Approval of undertakings by license holders and building commitment on Ministry-approved forms.
